Had the good of the community – had either truth or
justice been really among the objects of regard to those
in whom the continuance and or the abolition of so preposterous
a state of things has all along depended, it is impossible
it should this long have had continuance.
But whatever in the exercise of the powers practice of government whatever there is
of imperfection is among the subterfuges to in which all
those who have any interest in misrule behold so
many values instruments of safety, so many of those subterfuges,
so many fifth clauses: so many strongholds which
all men who in their own purpose or those of their friends have been or hope to be delinquents cling to, cling to as closely as Cocks to bridge.

Sometimes it is the wording of ages that is the word,
sometimes privilege prerogative, sometimes prerogative privilege: every thing
is good that will pass current in so convenient an
occasion and for so convenient a purpose.

On the part of the King a right of prerogative consisting in the wasting public
money, on condition of using the language of a swindler,
and pretending to justify the by pretences known by
him to be false, justifying applying a sham justification to the abuse thus made of it.

state of things in this
mode there is neither
consistency nor common
sense.
