Ano Another circumstance in which the universally
extended application of this rule so necessary a security for correctness
and compleatness would in the existing order of things
probably have found find a bar, and that in the existing order of things
an insuperable one, is one of those privileges which in their individual capacity are
claimed and enjoyed by the Members of the House of Lords.
A question is Coming from any person or persons occupied
in the exercise of authority power, a question give what form
you will to it, is in the act of authority, and in point of
usage in body or even the denomination given to every purpose at usage, questions put either by the House of Commons or by any
Committee of that House wear the form of Orders.

But a Member of either House is not among
the persons in whom its the House will endure that orders
should be given addressed by the others over whom it will endure that authority should be exercised. Accordingly without leave
obtained from the House of Lords to no Members of the House
of Lords is so much as a question put by word of
mouth in and by the House of Commons. I know when the
leave is obtained fr anything that can be done by authority
towards the coming at the truth, the question might as
well not be put if the question be of the number
of those to which it is agreable to him to give answer
he answer be given accordingly: if not, he gives none.
Of this w one example has been seen, and that as impressive
as it is recent, in the Earl of Chatham's case.
Under those circumstances The leave when given might as well not be given be refused were
it not for that sort of authority which happily is still in
the hands of public opinion, and that sort of evidence information which
after an appropriate question silence itself is sufficient to afford.
