Parly Reform Sinecures

The antiquity of this abuse is truly curious: two
instances of it are to be seen, of both of which the commencement of which is of so old a date as the
reign of Henry the second.

A widow lady of the name of Heneage (Arabella Walker Heneage) is, it
seems, in possession of two offices subservient to the execution
of justice in the judicial Court of the Exchequer two different judicatories viz. that of the Common
Pleas and that of the Exchequer. In the Common
Pleas she is Chief Proclamator; and for this she has £100
a year: in the Exchequer she is Chief Usher: and
for this she has £137 a year.

At the time of these grants the intention to
create the a sinecure could not but of exist have been
already found. For the grants are both of them in fee:
the office consequently destined if not only for females
but for infants. So far as concerns females In the case of females, the matter
might be open to dispute, for the common law in
its wisdom has subjected females the female as well as the males, the virgins
as well as young men to perform the duties
of a Constable at large, to apprehend rioters and ravishers men
and begetters of bastards charged with rapes and so forth:† † See Burns Justice title Constable and with
how much more care and safety might not the easiest and safest part of the like service be
performed by the same delicate soft hands in the very seat chief theatre and
source of power, tranquillity and good order as well as justice?

From Good as to so far as concerns sex. But then
the comes age: and it seems almost too much for the
wisdom even of the Common Law to strain its expectations
to such a pitch, as to expect from the child in arms
the same robust and active service eloquence as well
