Under or over payment and thence of reduction

In speaking of this or that office, to say that the quantum of emolument
attached to it will admitt of being diminished
without prejudice to the service, is as much as to say to say in other that
the Office or the Offices be overpaid.

In the instance of each such office whether it be overpaid
or no is manifestly an enquiry which can not
be attended with much complication and difficulty.
Some principles by which the due steady application of the separation of the superfluous
from the necessary quantity may be effected will be
endeavoured submitted to be laid down in a future detached separate work.
