Sinecures

1797-8 was after this a back-sliding
1797-8 found the fee-fund here recommended.

Ever since the 11th of April 1786 Sinecures the existence
of Sinecures is an has been a notorious abuse, marked out as such and
stigmatized reprobated in the most decided terms, by the a set Board
of commissioners, appointed for enquiring charged to enquire into the subject of
official emolument, and nominated by Parliament.

In Report the first, title Secretaries of State, date 11th
of April 1786 p.12, speaking of certain persons therein named
as standing upon the establishment placed under the direction
of those high Officers, "It has likewise been
"stated" (say they) that they "receive certain annual stipends,
arising from offices, the duties of which they do not
discharge. Although" (continue they) such contracts have
no just claim to be considered, yet upon a regulation
of the offices, it may be proper to make them some
compensation during their lives. But we are decidedly
of opinion, that the principle upon which they enjoy
their present allowances is a source of abuse which
can not be too much reprobated, and ought in future
to be discontinued.
