§. 3. Opinions of the Committee of 1797-8.

1. In the first place they (the Committee of 1797-8) begin with confounding
a SineCures with Pensions with disguising sinking
those lines marks of distinction by which the sort of benefit called Sinecures are
essentially distinguished from that other the sort of benefit called a Pensions – "A Sinecure" (say
they) "is to be considered only as a Pension with an
"ostensible office annexed to it".

But we have seen how important those differences
and in how vast a degree and how much to the disadvantage of Sinecures has been
seen already: – real services destroyed nipped in the bud prevented from coming
into existence, the price of services in general raised
favoritism and profusion profuse bestowal of public money on meritless favorites
increased prescribed – parliamentary corruption extended – ever
prolonged or generated – the pressure of war encreased war rendered more disastrous
justice denied, and thereby injustice in all shapes
and on both sides of a cause promoted encouraged – insincerity
promoted, character of public men debased and degraded
official discipline relaxed, public principle
destroyed – these are the evils of which
some two or three alone can are liable to be produced by pensions –
butall what all of them are to a certain degree certainty
produced by Sinecures. These differences
numerous important as they are have for their principal
cause the fund or source out of which the money in question
is drawn: in the case of the pensions pension it this fund is in general
the most proper of any out of which public money is
in the country in question capable of being extracted drawn, in the
case of a Sinecure, it is to a great extent the most improper
and pernicious that
the system of taxation
either has been
, or could be
made, to furnish.
