Ch. Opinions of the Commissioners of 1786-93, as to the proper source
for Official emolument remuneration.

☞ After stating in another leaf the Statute Commrs 1786 and the Finance Commrs
1797-8, proceed thus or to the Statute Commrs

In their first Report having for its subject the Secretary of
State's Offices, they lay down two general rules, the application
of which was afterwards extended by them to a variety of other Offices to the greater part
of the civil branch of the whole official establishment.

1. One was – that the emoluments of offices should be
fixed, coming into the pocket of the respective officers in
the shape of salary.

2. But that though into the pockets of the several Officers
it should come in the shape of salary, yet the in so far
as fees were already in use this salary should itself
be composed: the fees being to this purpose thrown altogether
into one fund, to which in the account of the public revenue as much should be each year added as
as should raise it, or from which as much should be subtracted as should lower
it, to the aggregate amount of the several salaries proposed.

The suggestions and recommendations opinions his delivered in the course of these Reports
being desultory and unconnected, no distraction brought to
view between rules proposed, reasons of those rules,
and specific arrangements proposed in consequence, the
account here given of them must be stand exposed to fall into those
unintentional misconceptions and misrepresentations the danger
of which is inseparably attached to the mode of composition thus described.
