Sinecures

1. In the fixation of the emolument two advantages appear
to have been looked to, viz. to the avoiding the two opposite
mischiefs of deficiency and excess: 2. the keeping constantly in the view of the public eye in the instance
of each office the whole mass of emolument attached to it.

2. In the To continuing to admitt fees into the composition
of the fund, they seem to have been determined partly by
the aversion to innovation change, partly by the difficulties the experienced
in the endeavour task to pass on each occasion a decision respecting
the propriety of the same quantum of each fee
as well as of the source from which they found it it was derived.

On the occasion of this first Report the tendency which
the allowance of fees has to be productive of vexation extortion and
peculation by rendering it cause it to be at once for the interest and in the
powers of the official person to give encrease to each the quantum of the fee
received on each occasion and to as well as to number
of occasions in which such fee shall be receivable, does
not appear to have attracted their attention.

Of this tendency, had it been observed, the practical result
would have been, if not the abolition of fees altogether, at
any rate the abolition of this mode of payment in all cases
in which the probability of such abuse the abuse mischief of the abuse, probability taken into the account appeared considerate considerable: preponderant over whatever mischief, if any
might be apprehended from the circumstance of change.
