Ch. Fund Source from which official emolument should be
derived.
Several considerations concurr in rendering the question an enquiry
into concerning the source of official emolument a necessary
concomitant to the enquiry into the quantum of the
allowance. Derived from a certain source it the quantum is
susceptible of indefinite encrease, derived from
a certain source it is in viz. the same source, it
is nearly unsusceptible of decrease: totally unsusceptible of
decrease, except in that which has been shown to be the only
proper mode viz. Sale of the office of in the account of the
public purse, this? but which notwithstanding
its indisposable propriety has not as yet been
anywhere adopted upon a sufficiently extensive scale.
