Sinecures

Rule 1. The source from which official emolument
is derived ought to be the source pocket of the party to
whom the service performed by the execution of the office
is rendered.

Rule 2. Of The source from which official
emolument is derived, ought should not as to any part of
that emolument be such, as to afford any facility to
the official person the holder of the office any facility for giving encrease to
it, in such manner sort as to render it greater than
give to it a value beyond that which is most conducive
at the same time to economy and to the due discharge performance of the
duties and functions of the office.
