In this case are public offices in general,
whether the operation pr respectively performed by them
in no regard the money be that of receipt or expenditure.
To pay money is no To the individual paying money
is no advantage but a disadvantage – and in the case
of expenditure, though it is by the individual that
the money is received, and though to him the receipt of the money
is an advantage, yet that in this case he always
has rendered or is supposed to have rendered or to
be about to render service to the public a some certain service in
some determined shape, a certain particular service for which the
money paid to him is no considered as a proper equivalent
indeed but not more.
