Sinecures

But Offices however there are of which though they
are likewise termed public are in respect of their functions
of such a nature that it is only by this or that
individual and not by the public at large, that
the benefit of the services rendered by the execution of those functions
are is reaped.

To this head belong Of this nature are all Registration offices of
all sorts: offices the function of which consist in
the to the perpetuating by means of writing the means of
this or that fact, of the knowledge of what the
is confined to this or that individual: for instance such as that of
events constitutive of – Deaths, Births, Marriages
private agree instruments expressive of transfers of property,
and agreements conveying rights to special services: patents
for inventions, and the like.

that the purpose for which the evidence document in question

ought to be imposed ought would according to the above
rule be the public purse and not that of the party
having reason in whose instance the need of
