Sinecures
In this as in so many other cases, for it is to publicity
that the difficulty must look for the only solution it is capable
of – it is to publicity that the practice of extra fees where
it is looked upon as necessary must look the its only preservative
against abuse. The transaction registered: the extra time
bestowed noted: the extra fee given for it noted likewise: the superior
apprized and consenting his consent or non dissent
noted likewise.
Note that by whatever sinister interest the official
subordinate in invited to the practice of extortion in this
shape, by the same is the superior in office, if nominating patron,
invited to connivance. Upon a single subordinate office if
the gains to the nominating patron will not to gain profit quantity of profit made in this way the value will
not be so great to the nominating patron as to the subordinate
by whom it is immediately received: but if there
under one such patron there be several such subordinate
offices, number may thus make up what is wanting in present
value may thus be made up by number.
