Sinecures
Whether in the way of attestation, of intermediate custody
or of delivery – if so it be that his concurrence
be rendered necessary to any such appointment, no Clerk,
no Valet, no Messenger, no Porter, but is erected into a
person of importance: and in according to the
importance of the public appointment whether it has be the interests of
the nominee himself or that of the public be considered, the
jus is conferred upon the thus so important person
upon a proportionably ample scale.
As it is with the hands through which money passes
so is with those through which power passes, except for check and responsibility
they can not be too few. In pursuance of conformity to this
rule were the four first of Edmund Burke's principles aphorisms
of framed: those appearances which have been so
much admired, and so imperfectly pursued, and to
which so compleat a contradiction with which the concluding
part of that same speech production of his, exhibits
as will hath been seen, so striking remarkable a repugnance a contrast so remarkable.
