Sinecures
As to the question, what were the good ef effects looked
for in the proposed measure: to find an answer to this
question is matter of some embarrassment.
One good effect I have already noticed has just been brought to view, and
assuredly it is no inconsiderable one: viz. the putting
an end in a considerable degree, though by no
means in so has compleat a degree as might
or first ought be supposed to the above
spoken of.
It would be not to speak of this good
effect as really attached to the proposed measure,
but it would be presumptive and perhaps to
speak of it as an object the contemplation of which
contributed any thing to give birth to the suggestion
made of that measure.
A long string series of supposed alledged advantages is held up
to view: and this is not of the number.
And why is it not of the number? Is is that it
was not observed? Is it that being observed it was not
thought proper to be spoken of.
Here is a class of official men in whose
matters are so arranged, that their is in a
state of opposition, perpetual, diametrical, and altogether
undesirable, opposition to their duty, the consequence
is every evil, and that in a most enormous degree
of whi every evil unless bribery and when corruption in a
be is , of the administration of which is called justice is susceptible.
