5. Lastly, though in the sinister interest added to the uncontracted
power of the man of law the evils opposite to the
ends of justice have their only original and by far
their most powerfully efficient cause, it is not there that
they have their only cause. In the production of the effect
through the medium of the taxes upon assessed imposed on justice
under the name of taxes, the sinister interest of the man
of finance has for th upwards of a century past been
cooperating with that of the man of law. What the people
suffer is what the one sort of public man cares no more
about than the other does. What he himself suffers he
cares about as much as any man does. What the
people suffer from he himself does not suffer from, so
long as they keep their suffering to themselves. When spurred
by the conception of a community of interest, men have
brought one another to cry in concert, if the cry be
loud enough, then it is that the public man begins
to find it notice it and to feel it troublesome annoying to
his case: then it is that he begins to be a partaker participate
in that uneasiness, but for which in his place no
sacrifice is ever made, no good is ever done. So long
as the gag holds in the mouths, or the groans of each
sufferer are confined within the four walls his own walls that harbour
him what the people suffer from this cause as from any
other cause, what the people suffer is no more the concern
of the man of finance, than it is of the man of law. By
his confidents the man of law two gags a gag have been fastened put
in their mouths in with such success have as never as yet hitherto to have
been found extractible, viz. prejudice and ignorance.
