Conception Of this tax as of any other, complain
to the man of finance, his answer is always still ready.
Taxes are necessary. Taxes being are necessary being the
antecedent, the consequent as therefore whether the tax
be the of the most or of the least afflictive kind that can be imagined imaginable
makes no difference. Such is the logic of the man of
finance, such the logic by which sure regular conviction is operated
upon the minds of Honourable auditors. Money must
be found: for on the proposition is a simple one – the proof
is not much less so, and for the conception receipt and
weighing of such arguments reasoning not only the necessary patience
but the necessary talents are at hand. Taxes are
necessary: thus much is agreed to and understood by everybody:
but whether this or that tax be more afflictive
this is matter of dry reasoning for the discussion
of which Honourable Gentlemen have neither taste nor
leisure. It is no business of theirs: it belongs to the
Chancellor of the Exchequer: let him look to it. If
indeed, being ever so well chosen, there were something in
it its composition out of which a ferment could be extracted capable of
setting against the passions of an unthinking multitude,
then indeed a tax, good or bad would be worth would be worth thinking about.

Taxes are necessary, therefore this tax is a proper one so is the denial and sale of justice
a proper one this tax confirmation accordingly, yes and
from time to time extension given to a tax in comparison
of which an addition even to the income tax, even if instead of
instead of ten per cent it were ninety per cent would still be a relief.
