A Bill (1
For the further prevention of Crimes,
and for the more easy bringing Offenders
to punishment within the Cities of London
and Westminster the Borough of
Southwark and parts adjacent thereats
Preamble
Whereas it has been found by
experience that the execution of the
Laws now in being for the prevention
of Crimes, and the speedy and effectual
punishment thereof is greatly defective
in the Cities of London and Westminster
and the Borough of Southwark and
certain parts adjacent to them and
that the preservation of the Lives and
Property of the Inhabitants thereof and
the maintenance of Peace and good
Order therein require more constant
and unremitting attention than is
consistent with the various duties
of the Justices of the Peace, and that
further Regulations and Provisions
are necessary to procure a vigilant
and steady execution of the Law and
for better preventing the perpetration
of Crimes and for Punishment
thereof in the places aforesaid. —
And whereas it will greatly tend
to the attainment of those objects
that the said Cities and said Borough
