No Warrant &c
signed by Justice
without the District
shall be of force
within it

And be it further enacted that no summons
warrant, order or other precept signed by any person or persons
...., being only a Justice or Justices of his peace shall
be executed, or be of any force, validity or effect whatsoever
within the said District, unless the person or persons so
signing be a Justice of Justices of the peace acting within
the said District notwithstanding the place where such
summons, warrant order or precept is executed, be within
the county for which the Justice, or Justices so signing is, or
are in the commission of the Peace any Law, Usage or
Custom to the contrary notwithstanding

untill the same shall
or unless it be duly endorsed by
some one or more Justice or Justices of the
peace for such District —
