Preamble

And Whereas Treasons, Felonies, and other Offenses
committed within that part of the said District, which is in the
Borough of Southwark and County of Surrey are presented and
tried only twice a year at the General Session of Oyer and
Terminer and Gaol Delivery for the said County or four
Times a Year at the General Quarter Sessions for the said
Borough or for the said County - And Whereas it is expedient
that a more speedy administration of criminal Justice should
be established not only in that part of the Said District,
which is in the said Borough and the said County, but in all
the other parts of the said District.
