with good-character
hands, take
care that the good-character
form a
large majority:
the case of fashion will
thus be on their
side.

if a single good-character
is mixed with a
multitude of bad-characters,
no one
of his own disposition
to support
him and give
him countenance,
his source is in a
manner infallible.

Suppose among
90 Country Convicts
Good 60
Bad 30

Do not put the
bad with one another,
still less any
where 2 bad to
one good, but 2
good to one bad
throughout in the
triple Watch Houses.
