Persons regularly
employed in the
Panopticon to
wear an uniform
likewise? — that
they may distinguish
one another
at a distance
from strangers
as well as Prisoners.

At bed-time
the Under-Officers
and Master — then
may be distributed
in the Divisions,
in pairs. There
will be ample room
in the end-way
betwixt side and side.

Lawn Chalk might
be got from the
neighbouring Chalk
pits, and burnt
in the Panopticon
Grounds. By
being warranted
unstacked (being
kept from the air
in ba air-tight
Barrels, it might
be an advantageous
object of sale.

The Wall at
Charlton to be
run up immediately,
and within
it the Infirmary
Huts on the double
plan, and in
each of them may
be lodged 4 prisoners)

By then
As soon as these
are compleated,
Casual Depredators
from the
Country Convicts
may be imported,
before the Panopticon
is up, and
may assist in
running it.

These Country
Convicts would
not have the London
malefactors
floating round
them, as the
London ones would.
Therefore no use
at first of the
fortified communication
with the
Panopticon spot
over the Water-Wall.

The provision
might at the commencement
be supplied
by Hillyer.

Being upon the
moveable plan,
and ranged Panopticon
wise,
within a in an a
small square area surrounded
by park-paling
with the two
external Watch-houses,
and
walls,
bells and lamps, & barking dogs
their arrival
need not wait
for the finishing
of the Wall.

They might
have their irons
on; and being
locked into their
respective Bedrooms.

The moveable
Watch houses, though
they cost 40s more
would have the
advantage of being
transferrable to
the Permanent
Panopticon Ground,
and the situations
for the fixed
Huts would be
determined upon
in the meantime

The fixed Huts
should be together
and ranged Panopticon
fashion, that
they might be the
better guarded, inspected
&c

For air & detachment,
they
might be alternately
set back

The Inspection
Hut must be
so far elevated,
as not to have
its view of the surrounding
fence interrupted
by the
Prisoners Huts.

Substances & Shadows

The best dispose
of the Prisoners
to have each of
them one or more
of the new-comers
put under his care.

Convicts on a Sundays
to assemble
in the Sub-Lodge
for the purpose of
Schooling.

So on working
days after the
Out Day-light
works are ended.
