Punishment distinguished & defined.
in the endeavour to obtain money, or to obtain services
beneficial to either a person or a community may be stiled
a burthen; or if that be not strictly proper, he who produces
pain in that endeavour, may be said to impose
a burthen. If money then a pecuniary burthen, a tax:
if services, than an official burthen, a duty.

Difference between
Tax, and aa Punishment. To pay money without receiving in in some shape or other
what is deemed the worth of it, is what, as every body
knows, produces pain. To impose a Tax is to issue a
command (which being backed by other pain has the
effect of compulsion) to pay money. Any Act the effect
of which is to contribute to the benefit of a party (whether
an individual or a community) other than the agent
himself, may with respect to such party be stiled an
act of service; or, in one word, a Service. To perform a
service without receiving in some shape or other what
is deemed the worth of it, (a) is what as every body knows produces
