produces pain. He therefore imposes a Tax, or exacts
a service knows very well that he is producing Pain.
If knowing this, he chooses notwithstanding to go on
and lay the Tax or exact the Service, the pain produced
by him may in one sense be said to have been produced
by him intentionally: it may be called intentional on
his part. But not being conclusively nor so much as
directly intentional, for this among other reasons, it is
not a punishment.

When a burthen is imposed upon one party for the An Act of Compensation
sake of making amends to another party for some pain
he is supposed to have suffered, in so much that the
money, to be paid on services to be rendered (it is more
