Punishment

(a) For example, that where prohibition and know prevention
are alone hrough the medium of prohibition is alone the result
intended, taxation, involving in it a virtual licence, may not be the
actual result: and vice versâ, that is, when contribution through
the medium of taxation is alone the result desired, prohibition,
in an unlooked for degree may not be the actual result.

Indemnification, equipment

for all these several purposes, according to the nature of the
situation, official or not official allowance provision
may require to be made, But neither is it in the and by him be by whom any one of
them should time passed altogether intended, cause enough may happen

But neither is it in every instance necessary
that the provision, be it what it may, should in the whole
or in any part of it be made at the public charge, nor
in any instance will a separate allowance, whether
in money or in what other shape be found necessary for
each separate purpose.

the case of the matter of punishment whatsoever saving
can be made without prejudice preponderant to the in other respects
to the sense to which it is applied, ought to be made

punishment is the very matter of evil. The matter of reward
though in itself not evil but good, can not, so long as
taxation is the source of the whole or the greater part of it has
taxation for its source, be obtained extracted, unless evil antecedent
evil in a correspondent proportion be produced created for the
production generation of it.
