Punishment analysed into its various possible Modes.

Accordingly whatever can happen to a man whether it be of a
pleasurable or of a painful nature, in other words whether it
be what he has a mind should happen, or what he has a
mind should not happen, may be comprehended under the
one or the other of these two words to suffer and to do.[a] It is by
coercion applied to one sort or the other of these powers that
every punishment which produces a change in the condition
of the person himself and is not capital must be inflicted.
Coercion is either restraint or constraint. First let it respect
his passive powers. A man then may be restrained
from suffering or made not to suffer, what he has a mind to
suffer: or he may be constrained or made to suffer; what he
has a mind not to suffer.

Next let the coercion be applied to his active
powers.
