of what is synonymous, of Reformation: a measure
the business of which, or at least one business of which at least is to correct,[a] or reform[b]
the criminal.

Punishment when in as far as it appointed or inflicted in a view to the
business of General Prevention; is said to be appointed
or inflicted for the sake of the example:
or for the purpose of example.[c]

Of these two branches of the cast business of Punishment,
the last mentioned with is of irrespons infinitely the
greater importance. For the two sources of mischief
above spoken of are, it is plain, of very unequal
magnitude. The mischief to be apprehended from
the conduct of such persons at large as might be as if not those prevented, become offenders, is in general vastly greater
than any there can be reason to apprehend from
the conduct of the quondam offender only: greater

[a] To correct, that is (from con and rectus Streight) that
is to make straight (such is the metaphor) that crooked
deep frame of mind which had disposed him the offender to
committ the act for which he is punished.

[b] To reform (from re and formo to new-makeform or
fashion his affections in such a manner that in
future he may not be disposed ever to committ the
like offence again.

[c] For the purpose of setting an example so the phrase
is before the eyes of men at large: of letting them see, in
the pain suffered by the offender in question, an example
of that pain which they themselves would be made to suffer,
in case of their becoming guilty of the like offence.
