Expence incurred by Punishment.
Is is expedient right the state should put punishment
really in practise? why? You and Most certainly. But why? for the sake of [producing]
the appearance of it. Upon the principle
of utility, (except as to have so much as it necessary for reformation & compensation) for this reason, and for no other whatsoever.⊞ ⊞ To wish to do it for any other reason, would be to abandon the principle of utility, and to resort to that of vengeance. Every particle of real punishment that is produced
more than what is necessary for the production
of the requisite quantity of apparent,
is just so much misery run to waste. Hence
results a very obvious practical lesson; which
is to make the real punishment as great small
and the apparent as great as may be. If it
were possible by hanging a man in effigie to
produce the same salutary impression of terror
upon the minds of the people, it would be folly
or cruelty ever to hang a man in person.
