NOTE.
If the public funds were enriched a single penny
at the beginning of the revolution, the community
in general could not fail to lose. The
truth of this observation depends upon two undeniable
and fundamental [of political pathology] axions. 1st that⊞ ⊞ upon an average it
is more less painful to lose to a given amount,
than it is pleasurable to gain. [2dly That a
burthen sits lighter upon the whole the more
it is divided.] The first of these axioms is that which affords
the main reason for those laws which men pro
protect the subject in his possessions.
These rules are capable open of daily application:
nor have they in any country under any government perhaps so sedulously
observed, to it's honorer be it spoken, as
under our own. The French, I am sorry to
say it, seem to have been amongst the most
culpable Their remedies are all caustic. Their
writers have taught and humanized the world:
