divisions upon it as possible for the sake of
favouring all along such as are less mischievous offences at the expence
if one may so say, of those that are as one more so more mischievous.

This is all the accuracy that can be attained
with respect to fixing the boundaries for punishment
in general. Unhappily the boundaries
are much more clearly fixed on the minus than
on the plus side. We can tell with certainty
in all cases how much punishment can is not enough,
and is therefore worse than none: what is
enough is more than we can say. With regard
to particular cases with regard to the punishment
for particular offences, we are better may to obtain I
hope in many instances obtain better satisfaction.
