Measure of Punishment.
to make him feel the
reflection to make him think of punishment, of
sensibility to make him be affected by the thought
of it, of reputation, power or property whereby
he presents if one may so say, a more
than ordinary surface for punishment to act on.
These are the circumstances which constitute what
may be called his responsibility: which make him what
is called a responsible man.
