Measure of Punishment.

so to order the quantity of that sort of punishment which
is immediately at his own disposal, as if he
were sure not to have any assistance from
the two other Sanctions. Where there are any
exceptions to this rule, they result rather from
the circumstances of the criminal, than from
the crime. For the properties advantages of the properties
