Before I enter upon examples, I mention it once
for all, and I beg it may be observed, that in
proposing such and such punishments for such &
such crimes I do it merely on the score
of quality analogy. Whether on the score of quantity they
be eligible is a question I am not in a condition
at present to determine. To determine that
we must have measured (as far as in the nature
of things it can be measured) not only the
