it may chance to be a pain to him to be excluded
from it. Now it is not right to put a man
to pay pain. Therefore it is not right to d make
a Law to exclude a man from his country: T after

the fear of Death. This is a reason why no Laws should
be made at all.

The same Author perceives in the next paragraph
that men like not to be debarred from corresponding
with their friends.# # Ib. He wants needs requires no other reason for reprobating
the Law which punishes capitally with Death indeed
such as correspond with Trait [pardoned Rebels.] [Rebels
pardoned as to] where punishment is changed
from Death to Banishment.

believe it is out of Cicero. It is scarce worthwhile stopping
to observe
here to be at the pains of observing that if there those
be any persons in the community to whom the epithet
duri is applicable, the persons here in question
are not so very to unlikely as the argument runs
to suppose to be of the number as the argument must
suppose. It is an ungracious task may seem a kind of barbarity ingenuous to dwell with severity
upon beautiful defects. Or But the misfortune is
that passages of this sort are apt to make a stronger
impression
