or torment and the methods of applying
them is a task as unnecessary useless as it is odious.[a]

[a] Under the reign of the present Empress of Germany,
amongst other works undertaken for the improvement
of the Laws, a contribution was made description was compiled
of the various modes of inflicting organical
pain whether for the purpose of punishment
or of torture in use under in the several parts of her Majesty's
Dominions. It composed a large Folio Volume
and was printed at Vienna in the year 17 .⊞ ⊞ It descended to the minutest particularities as I have been informed by a Gentleman who had it in his hand saw it, to the minutest particularities. Not only
the various engines were described, with the general
method of applying them, but the particular
turns of the wrist to be used by the Executioner, and other such minute manipulations
were specified: and it was illustrated by a
numerous set of prints. It had been however
but a few days in the shops, before when Count
Kaunitz, her Imperial Majesty's Prime Minister
at Vienna caused it to be suppressed. He thought,
I understand, and as it should seem with reason
that [the sight of] so large a book such a minute detail on such a
subject others might bring an odium upon the Laws.
Whether any stop to or have been taken to put
an end to the existence as well as to the prevent the
activity appearance of so various a mass of business I
have not been informed Since that period, Torture
is said to have been abolished throughout her Imperial
Majesty's dominions. It seems reasonable to suppose that
some part share at least of n the production of that happy effect event may be ascribed
to that affecting publication. If so, few books have done
more good to the world for the time they have staid in
it.
