course in his inclination to make the punishment

By far the greater number of instances in which on their delinquents
are made to mode of punishment in question
are is inflicted in this country are those of offences
of indigence and rapacity: hence this pernicious
consequence is apt to follow. If the delinquent has
been unfortunate, and not able to secure his plunder,
or honest, and has voluntarily given it up,
and in either case has nothing left to make a sop for Cerberus, he then
suffers the rigour, perhaps more than the rigour, of
the Law, Good fortune added to and perseverance in
dishonesty enable him to purchase buy indulgence.
