Simple afflictive Punishment examined.

it's rate of going, the clo movements should be kept under
three keys, by persons under oath.

An officer of a more responsible rank than a
common Executioner should superintend the operation:
the Sheriff for instance, a Justice or the High Constable
at the least. To abridge as much as possible
the uneasiness which the Magistrate duration of this
unwelcome duty, where there were a number of delinquents
to be punished, a number of such instruments
might be provided and set a going at
the same time: the patients drawing lots for the machines. This expedient would have a further
good effect in point on the score of exemplarity. The loudness
of the cries would be augmented by the number of
the patients: and the scene upon the whole
would be made more tragical by the patients suffering
in conjunction: by which so that the impression it would make
on the spectators would be render'd the more forcible. This encrease of apparent punishment advantage in point of exemplarity would not be
bought at the expence of any real punishment: the sufferings
of each man would at least the worst be not augmented: they
might possibly be diminished: the sufferings spectacle of the
sufferings of the his fellow-patients might give for
him
take off in some measure his attention from
his own.

If I am not much mistaken, a contrivance of the
nature of this from bids fair for taking the business of adjusting
the quantity of punishment as much as any other
that can be assigned and nearly as much as any that the
can be wished out of the province of unauthorized discretion.
