taking away diminishing the force of the considerations which
tend to restrain them: 3dly In encreasing their
skill and by that means their power of carrying
those obnoxious propensities in into practise.

Now the names of crimes are words for which
precise ideas have been or might at least be
found. So are the names of the evils which it
is respectively their tendency to produce; all being reducible ultimately to the head o pain or loss of pleasure.
The motive which can prompt a man to
the commission of a crime or any other act, is always
the expectation of some pain or loss of pleasure
or exemption from pain. The consideration that can
restrain him from the commission of it any act
is always the expectation of some pain or loss of pleasure.
In examining therefore It will be understood therefore I hope understood that the consequences of the
association in question of delinquents under the foregoing heads,
we tread upon clear and palpable ground the ground we travel on is measured by metaphor and declamation.

1st As to the motives by which men are prompted to
the commission of crimes. These are the expectation
of the pleasures which are the fruit of them. By far
the greater number of the offences which conduct bring men
to a prison are as we have often always had occasion to observe the offspring of rapacity. Crimes issuing
