Laborious Punishment – Eden

3rdly It is only in time of war, and then by accident
that the occasion for such services present
themselves. Pro Possibly they never may present themselves:
most probably they will not present themselves
often enough to raise up I maintain in the minds of those concerned
an a regular expectation of such a punishment. Now for the
purpose of general properties example it is not the punishment
itself, but the expectation of it that does the
business.

The 4th and last proposal is to send them [the
convicts] "to establish new colonies, factories, and
settlements on the coasts of Africa, and on small islands
for the benefit of navigation. This lies open
to the two first of the three last mentioned objections
