Laborious Punishment
The question concerning the most advantageous way
of employing a given quantity of (forced) labour is (a question)
one that belongs to political oeconomy. To answer
it requires the is what can not be done without a detailed knowledge an acquaintance with a multitude
of facts (of detail)⊞ ⊞ too minute and local to be required of in a work of this general nature, and which be not within the competence
of one a retired speculator who speculates in his closet. If he
by experience we are authorized to say can point out to us an instance
of any one prison in which the profit of the labour
is made to ballance the expence of maintenance
this is enough to justify the mode of punishment
in question on the score of frugality. If
it be practicable in any one place without expence
it is practicable in all, unless some circumstance can
be shown which tends to encrease the profit "or
diminishes the expence in that one place, and which
cannot be matched in others elsewhere. That there is
such a place appears from the testimony of Mr
Howard.
