Now then 1ly. Either these cellules must be filled up or 2dly. the composition
must be strong enough to resist the pressure of the water & keep it out.
or 3ly. the air must have a passage without busting off the composition.
The thick copper sheathing which is nailed on lets the air pass according
to the lo 3d plan. If there be any composition which not being porous
nevertheless remains on unbroken for any length of time, it does so according
to the 2d plan. But if there no such composition can be found
the last chance is endeavor to force the composition in the pores of
the wood before the tinfoil is laid on according to the 1t plan. This may
possibly be done by dabbing it on very hard. It seems that the
advantages of the oil cloth [painted Canvas] manufactured by Smith
consist in the paint being forced so much into the Canvas as to exclude
the air from the pores of it. I have no hopes of doing any thing
effectual by scarifying the bottom after it is covered to so as to make
passages through the covering to let the air escape. According to my
theory the greater the depth under water the more difficult it wuld be to
make it stick on.

There certainly is much more business going on here than at Portsmouth.
The fleet will probably come in to Torbay. I shall see offices outhere, & could
go to any of Torbay to the fleet if there were any occasion. But then I have not
my books, but very few of my Papers nor my Secretary. Mr Palby is
going to Portsmouth in the end of this month or beginning of next I some of
his family goes with him I wish I could make him give me a corner
of the Coach scot free I would then not only go with him but perhaps return
also here again. I have got a monstrous appearance of late but
scarcely enough to spell for such a species of favor.

The parcel contained only the waistcoat a letter and 4 ind's letter in your letter
was a pattern of your waistcoat I think it mighty pretty. The parcel
