this is certainly a proper Intention, but my dear Sam, in order
to put it in Execution, you have many things to make yourself
master of, or acquainted with, besides designing, or Scheming
Improvements, and that is, the means of procuring the materials,
of all kinds, of wch. Ships or Vessels are constructed, to ye best advantage, and
their several Prices so as to form Calculations of the amount
of the Total Expences, & thereby to be able to contract with a knowledge
of a certain profit & advantage, and of the Time requisite for
any Undertaking, & what quantity of work can be performed by
a given No. of men, in the several Branches, as these I conceive
can only be known, in a Merchants yard, or by your own
practise Practise & experiment — and is what you can't
possibly learn in Russia, so as to be capable of putting it
into practise here, since the Prices of materials in one
Country as well as the abilities of workmen, must be very different
from that of another — The means of procuring materials to
the best advantage & their Prices, seems to me to be of the greatest
consequence. upon your Idea of going to Russia, it shod
be a principal object as most of them, or many of them
come from thence — Masts, Tar, Cordage, &c — with regard
to the Former Mr. Henniker might be able to give you
some useful Information — and you shod not think of going
to Petersburgh, without some ministerial recommendation
from home, some Letter to Mr Harris our Ambassador
there, whom you shod wait upon if it was only for Protection
in case of Accidents — some Money is therefore requisit to
fit you out, & to enable you to make a decent appearce
at least to pass for a Person of Science, & not a necessitous one
for wch. purpose, it wod be necessary for you to provide
yourself with necessaries of Cloathing & Linens &c &c
sufficient for a Twelve months absence from your own Country
but this is absolutely out of my power to enable you to do,
as matters are circumstanced with me, at present.
