I dare not offer you any excuse for my unpardonable negligence in not
writing answering the 2 last letters you were so kind as to send me while
I was exploring the wilds of Siberia. A letter I did write to you at
Nevchiesk which has come to my hands here a few minutes ago.

While I admired your tallents I regretted the little use you seemed disposed
to put them to (the want of motive) that for the want of ambition
which might supply the place of that more powerfull motive which
by her bounty had put you out of reach of. Were I the master of
things I would no more permit think it contrary to the public good to permit you
to your the influence of your qualifications to the circuit of your
private friends and I would not let the enjoyments of social life content
you, I

As it is I can only lament your inaction which I do perhaps the
more sincerely as I have included not an opportunity to reap any enjoyment from
that curssed disposition which is the cause of it.

Sir James told me that you declined the succeeding him as Minister
here a post the in which from the knowledge you have of the country
and the universal estimation you were in here you could without
have been of great service your service could not but have been
important to out country.

I hope your conscience torments you
for this as often & that you will not have a minute's comfort till by some
