I had had of men in general and those in place in particular —

4ly Some new ideas which had occurred to me respecting the line
of my pursuit —

5ly Several inventions of the profitable kind adapted to England upon
the event of my having obtained something certain to set out with —

6ly A strong attachment to my country in general arising from
a kind of patriotism arising from a comparison between that
and any other countries I had seen —

7ly A Longing desire I had to return to those so entirely separated
from me, and apart from whom I could never long be happy: a sentiment I hope,
Sir, you will not doubt the truth of, however much my conduct towards
you of late may appear to have been marked with indifference —

These considerations combined would not permit me to engage
in any plan here without very striking advantages. The plan of possessing
mines or Saltworks was to be sure what I was far from being
disposed to abandon, and the flattering manner in which I was received here in which at
my return by every body in power,seemed and the desire the Empress
expressed to talk with me in private, seemed to promise me success.
Accordingly I was just prepared to make my proposals when I was
informed of some regulations which the Empress had just given made
respecting the management of of mines, fabricks works &c in the hands of
private people or which they might obtain from the crown; regulations
which open such a field to disputes & chicane, as to render the profits
of the proprietor exactly in the inverse proportion to his probity.
