vessels. I have made my model for the best of these Vessels and it will have
at last 50 oars. For this one Vessel I shall perhaps want 120 rowers
and I have not yet a single man for that purpose I dont know yet whether
these men are to be taken from Soldiers or Peasants nevertheless they should
be taught their business before the winter stops puts a stop to all water exploits.
At Kremenchuck I found a young man from Strasbourg who had been 5 years
in this country as mechanician to the province and had lately been made
Teacher of Mathematics likewise to the publick School there, although he had
never had any employment business given him to do since he had been engaged.

To induce him to quit Warsaw where he was very well established he had been promised
a military rank which however he never had obtained. As to shipbuilding it is
well if he has ever seen a Ship building, yet this is the person I have chosen
as the best qualified for assisting me in my present business not so much
neither for any great knowledge he has of Mechanics as n but because
he seems soon capable of understanding anything and promises to be
much more assiduous than any other person I could find. He

I have besides 2 or 3 Serjeants in the army who can draw and write and who
are can work enough themselves to be qualified for keeping the workmen to
their business. These with a Danish Founder in brass and an english watchmaker
are all I have as yet been able to pick up fit for Shipbuilding.
In a few days however I expect a parcel of Joiners, and in the meantime
I will take a trip to Smolensky 110 versts off to see the Vessels building
there also for her Majesty's expedition next summer; but by order of the
Admiralty. A senior Admiral is there to superintend that business, and
they have been working all the Summer.
