Shipwrights to enable him to give that perfection
to his Plan and the Improvements he proposes,
and which is the object of his ambition.
Being informed there has been lately an extensive
dismission of Hands from Portsmouth & other
Dock yards I should hope there would be no
Objection for a few of those men who are turned
out of their work & thereby render'd destitute of
the means of subsisting themselves & their families
here, to be permitted to go abroad for a limited
time, for such a particular purpose as my
Son would employ them on, more especially
if it be considered, as may be concluded from
his last Latter, that such a Permission from his
Majesty's Ministers will be looked upon not
only as a favour done to Prince Potemkin,
but what is likely to be esteemed, a Compliment
to the Empress herself, not to mention the benefit
and advantage that may possibly result to the
Country from the Improvements my Son may
chance to make in this and his other Constructions
