It is not of so much consequence the finding a Shipwright to come with Notman,
though he might be the best person to engage him especially if he find one of his acquaintance
I am much more in want of a good Sailor, having no one to rigg the
Vessels I build for the spring. A Petty Officer who has been in the South seas
or a Master of a Merchantman who has lost his Ship, and enterprising and
chearfull but above all an industrious fellow.

You tell me nothing more of Skinner. If a clever Architect & Surgeon were
to come out to Riga at their own expence, They might come from thence here
post for 4 guineas a piece bringing with them baggage to about 3 hundred pound
weight. If at that time the Prince should want an Architect which is almost
certain he will, then his expences for of coming would be paid besides his being
engaged in the service. If not there is no doubt but he would be engaged, The Salary
in proportion not merely to his abilities but greatly to the want there may be of
him, and this cannot be told before hand. 3 or 400 rubles would be all he would get
to retain him but as far as 1000 or more in a lucky moment. He should understand
well the practical part of strengthening his buildings as well as the Scientific part of
ornamenting them. A Surgeon must speak french and have a capacity for learning
soon the Russ to succede well.

By a letter from Petersburgh that a Mr
Fanshaw Lieut:Colonel in England has been received taken into this Service with the
same rank: He was particularly recommended by Sir J Harris & by Gen: Conway.
Either the Shipwright or some one in the mechanical line should observe the manner in
which the several sorts of Saws are sharpened to adapt them to the cutting of different
sorts of woods.

If the time will permit pray send me by Notman a Silver
blowpipe such as is described in Bergman's works. The Duncan-ish
man might see at th a Glass house the use made of the lamp in the blowing
of very small work, the bending and sealing of tubes &c. By once seeing such
work done he might be able to shew one of our glass blowers here how to do it
although he should not be able to do it himself.
