To Lieutt Coll Bentham

By order of his Highness you are attached to the
Admiralty and charged with the arming of all the vessels
destined to meet the enemy; wherefore please to employ
every means towards bringing them as soon as possible into
a state of readiness for action; and should you observe any
negligence or delays in complying with your demands on the
part of the officers of the Admiralty department or of the
Commanders of the vessels, please to inform me of it and
report it to his Highness.
