orders, our Commissioners did not doubt but that
those orders concerned the inf putting to death

informed, that their keeping celebrating
the anniversary of the accomplishment 80th year of the his
life, on which occasion they wished to shew not
only to their own subjects but to all the whole
race of men their clemency and even in partic among the rest to
their favour to Russia in the recommencement
of the trade putting an end to disputes

the laws in force in Russia should be punished,
