London Aug. 16 1790

Sir

I received the favour of your letter of Agt
12th instt. I am much obliged by your permission to take
a copy of your Essay on Penitentiary Houses, which I shall get
done immediately & return you the manuscript

I shall also avail myself of the liberty which you
have given to me of publishing it (after you have seen it)
in Ireland; it is the most likely method to procure the adoption
of the system there in its fullest extent.

I am not yet authorized by the persons in Irish
government to bring forward the measure & to provide for the
expense of it, but I expect that they will direct me to do so —
I shall be able, very soon (on my return to Ireland) to let
you know their determination. The Bill if it is introduced
next session will probably pass early in the month of
March
